What if I can’t meet the minimum identity requirements?

It is very rare when one can’t meet the minimum identity requirements. However, in an extraordinary case wherein you are unable to satisfy the minimum identity requirements, the Australian Criminal Intelligence Commission (ACIC), shall handle your situation with an Exceptional Circumstances Approach wherein you shall be provided with special provisions to meet your photo identity requirements for the NCCHC.

The following people shall fall under special provisions:

  • People whose birth was not registered.
  • People who are homeless.
  • People who are undocumented arrivals to Australia.
  • People living in remote areas.
  • Persons who are transgender or intersex.
  • People with limited access to ID documents due to how they were raised (e.g. institutional or foster care).
  • People with limited participation in society.
  • Young people who are yet to establish a social footprint.
